As soon as the new scheduling service is completed we should integrate the event
service with it and test it.

More precisely:
- The Priority_Dispatching strategy has not been tested.
- The Filtering_Strategy to update the scheduling service dependencies is
untested
so what actually remains is debugging, but not implementation.

I made a first pass, the thing is generating schedules now, but we still need to
resolve some issues with the scheduling service.

I will never have time to work on these bugs.  Returning them to the TAO support
pool.
