When using CORBA/e we don't need IORInterceptors. We should disable the IORInterceptor library, also update IOP_IOR.pidl to not define TaggedComponentSeq and also update rootpoa to not have tagged_component_ and tagged_component_id_ members. Would reduce the footprint of client and server.
