Rework the pidl files so that when we disable request interceptors (like for example with Minimum CORBA and CORBA/e) also the types/interfaces in the pidl files are not compiled. For example TaggedComponentSeq in IOP_IOR.pidl and the files in the PI and PI_Server library. Will reduce the sizes of the libraries
