the ifrservice is shutdown with a kill in the tests. this results in failing tests on at least openvms, the kill is seen as a crash there. Also checking the executables in the tests fails, this is already corrected. would be much nicer to have a regular shutdown of the ifrservice

test scripts have been committed but we really should have a controlled way to shutdown the ifr service
