Bug 3378

If user creates a test suite, the page will post back and return with the focus still on the Add new test suite button. This can cause them to type in the package box and hit enter (thinking they are going to make a package) and result in them in fact attempting to create another test suite. Need to redirect all of the buttons to a common handler and then check to see which box currently has data.
