The Basic_Observer_Strategy is parametric on the type of lock used for its
internal synchronization, but the EC_Default_Factory hard-codes the type of lock
used on it.
This simply requires a new option.

I added this bugs to keep track of them in some centralized place.
Except for the enhacement requests I'll be working on them ASAP.

I will never have time to work on these bugs.  Returning them to the TAO support
pool.

We accept this bug entry to fix. We are already working in the 
EC_Default_Factory, so we will find some hours to extend the RTEC with a new 
option.
