Adding TP4 protocol support to ACE will be the first stage in the implementation
of a TP4 pluggable transport protocol for TAO.

The implementation is almost done.  I need some issues cleared before I can
continue.  SIEMENS/A&D technical support should respond soon.

All of the TP4 implementations we've looked at weren't suitable for implementing
ACE wrappers around them.  Until such time a suitable TP4 implementation is
found, this project will be placed on hold.
