Reminder bug if I don't get to it. We have a lot of code for psos in ACE but 
this hasn't been maintained for years. After sending an e-mail to devo_group 
Doug responded with: zap it. Do this when there is time.

when psos support is zapped then also  ACE_HAS_BROKEN_CONDITIONAL_STRING_CASTS 
and its usage can be removed
