This is a meta bug combining all bugzilla entries which are created to keep a 
list of cleanup actions to be done after x.5.1 has been released.

Hi Johnny, I didn't see any discussion on the devo group list about dropping
HP-UX aC++ A.03.56 and earlier or HP-UX 11. The only agreement on devo was that
HP-UX 10.20 could be dropped.

also cleanup this in ACE, files but also constants in file to use ACE_OS_String etc.
