The Ordering and Discarding Notification tests (and possibly others) are not as
reliable as they should be.  This applies to all platforms.

Johnny, can you be more specific as to what you mean by "not as reliable as
they should be?"

Also, the Discarding and Ordering policies are not fully implemented.  See
Bug 2579.  So, this bug depends upon that one.  I added the dependency.

They are not reliable in that they will pass some times and fail other times. 
That's about as specific as I can get at this point.
