force users to include  PI/PI.h and/or PI_Server/PI_Server.h, the shouldn't include generate files in the PI/PI_Server directory. Without these includes we could get problems because static initializers are not called. Use the same contruct like in IORTable

Part of the required changes are in the repo. The number of possible mistakes by our users have been reduced but just a few have been left.
