This is one part of the ORB that's very error-prone, especially with multiple
threads pounding on it, yet we don't have a test for it.
We need a test that would use multiple threads and emulate situations where
location-forwarding and profile selection based on policies is going on.

(This bug should be taken care of after the interfaces for profile-related
classes are finalized.)

Fred is the author of this class. I think we need an isolated test that
simulates a highly concurrent environment with multiple forwarding requests
happening simultaneously.

This test needs to be written anyway. This test would depend on fixing 1237, 
1238 and 1239. Marking dependency so that once the above bugs are fixed, this 
can be revisited!
