Latin9 UTF-8 translator

Attached you will find a Latin9 UTF-8 translator which may be included under $TAO_ROOT/tests/Codeset/libs

I was unable to find an entry for Latin9 in the OSF Character and Code Set Registry, so this is my best guess:
